Banyo District Community Group Terms of Reference

1. Title

The title of the group shall be Banyo District Community Group.

2. Purpose of Group

The purpose of the Group is to improve community resilience and cohesion by embracing cultural diversity and the conduct of communal social, cultural, and sporting activities.

3.Role of the Group

The role of the Group is to:

a) Promote the conduct of inclusive communal activities. This may include the provision of funding and advertising assistance.

b) Support new residents to the district. This may include the provision of information packs and web-based resources in a range of languages.

c) Work with relevant government and non government agencies to facilitate support to the community. This may include the conduct of information sessions.

d) Endeavour to faithfully represent the interests and preferences of our community, rather than those of individual stakeholder organisations. This will ensure that the Group remains relevant to our whole community.

4. Membership of the Group

a) Membership of the Group is voluntary.

b) The group shall comprise members of the community with an interest in Banyo, Nudgee, and or Nudgee Beach.

c) Other key stakeholders can be invited to attend by the group as required by the business being considered.

5. Group Proceedings

a) Meetings will generally be held monthly, on the second Wednesday of each month.

b) Meetings will be held at the Banyo Library Meeting Room, Banyo unless otherwise resolved by the group.

c) The role of Chairperson is rotated through the members.

d) The role of Minutes Secretary is rotated through the members.

e) The group shall aim to operate on a consensus model of decision-making. In the event of a vote occurring and that vote being tied, the chairperson shall, in addition to a deliberate vote, have a second or casting vote.

f) The group may establish working groups for a specified purpose. Relevant key stakeholders will be consulted when establishing such a working group. Non-members may be co-opted to a working group. A member of the group shall chair such working groups. The group shall develop a statement of the role, responsibility and tasks to be achieved by the working group and the reporting procedures to be followed.

6. Role of the Group Members

a) Act honestly and within the law at all times.

b) Act in good faith and not for improper or ulterior motives.

c) Act in a reasonable, just and non-discriminatory manner.

d) Undertake their role with reasonable care and diligence.

e) Conduct their ongoing relationship with fellow group members, government officials and the public with respect, courtesy and sensitivity.

f) Use information in a careful and prudent manner.

g) Endeavour to faithfully represent the interests and preferences of our community rather than those of individual stakeholder organisations.

7. Role of the Chairperson

a) The chairperson shall chair all meetings of the group.

b) The chairperson is responsible for ensuring that the group operates in an effective manner within these terms of reference.

8. Amendments to the Terms of Reference

a) The Terms of Reference shall be reviewed at least annually to ensure their relevance.
